Urbanising Deltas of the World Programme: 'Expression of Interest' for the 2nd Call for Proposals

The Netherlands Organisation for Scientific Research (NWO) is preparing a new call for proposals under the 'Urbanising Deltas of the World’ (UDW) research programme, and initiates a bottom-up process to further define the content and conditions of the next call. If you are interested in participating in this process, we would like to invite you to send us an Expression of Interest, outlining your ideas for a business challenge and ways to realise your challenge through the call. Please submit your Expression of Interest to UDW by Monday 3 November 2014.

A new call for proposals

The aim of the UDW programme is to contribute to global water safety, water and food security and pro-poor sustainable economic and urban development in river deltas worldwide by providing more effective and efficient responses to urbanisation and climate change. The research programme is financed by the Netherlands Organisation for Scientific Research (NWO) and the Dutch Ministry of Foreign Affairs.

The steering committee of UDW has decided to develop a new call for proposals with a budget of approximately 4.5 million euros, to be launched in December 2014.

A Science for Business framework

At present, the scope and focus of the call have not been precisely defined yet. It relates to fits the delta, water and maritime issues identified by the Top Sector Water that are relevant to the general aim of the UDW programme, and leaves room for cross sectorial linkages with other Top Sectors (Agriculture and Food, High Tech, Energy-Sustainable Building, Logistics) as well as the knowledge platforms for development policy.

Four broad themes are identified:

  1. Water Safety: Resilience, Disaster risk reduction and Governance
  2. Water, Food & Energy Security and Efficiency
  3. Urbanisation, Spatial Planning and Inclusive Development
  4. Infrastructure, Transport and IT

The themes are further specified in the document call elements.

Proposals under this call must be drawn up in public-private partnerships (PPP), and respond to clear demands from business. Projects should address challenges and opportunities identified in the practice of carrying out business projects (e.g. constructing and maintaining infrastructure, implementing master plans developing new products and services). Investigating pathways to valorise results from previous research may also be included.

The grant amounts are not yet fixed, but with a total budget of 4.5 million euros, the individual project funds are limited. Subsidies should be matched by cofunding from private partners, the amount of which is still to be determined.

Within this broad Science for Business framework, UDW invites interested parties to discuss various call elements, specifically the focus of the call, possible funding options or instruments, the conditions on consortium composition, and the financing conditions. The text in the document can be regarded as a starting point for the discussion.

Joint call formulation: Workshop & Road Show

The bottom-up process to discuss the content and conditions of the second UDW call will start with a workshop on Friday 26 September 2014 at the Rotterdam conference Deltas in Times of Climate Change II. Companies and PPPs are invited to submit Expressions of Interest with the double purpose to indicate projects ideas that fit the broad framework as well as suggestions for the content and conditions of the call that would favour the realisation of a proposal.

The kick-off workshop discussion will be followed by a series of road shows in October-November 2014, during which we will visit companies that are interested in jointly investigating how to develop ideas with like-minded and potential partners and specifying the call. Road shows will be organized based on the ideas brought forward in the Expressions of Interest and will be jointly organised with one or more potential partners.

Submitting an Expression of Interest

Expressions of Interest should be submitted on 1 page A4, and include the following issues:

  1. What is your business challenge: - Describe your business challenge - Describe how science can contribute - How does your challenge link to the four focal themes proposed?
  2. Suggestions on content & conditions of the call, for instance: - Thematic scope of the call - Administrative conditions such as grant size and matching
  3. Who are your potential partners?
  4. Are you interested in helping to organise a road show?

Expressions of Interest should be submitted by email to udw@nwo.nl in pdf format. Deadline for submission is 3 November 2014.

Please note that the expression of interest is part of the bottom-up process to formulate the UDW-2 call, it is not a mandatory step in the formal application process.
