RAAK-public sector round 2019

Funding for projects of Universities of Applied Sciences in collaboration with professionals working in the public sector. RAAK-publiek focuses on promoting knowledge to enhance the innovative capacity of professionals.


The Taskforce for Applied Research SIA (hereafter SIA), part of the Netherlands Organisation for Scientific Reserach (NWO), has the mission to stimulate the development of applied research at Universities of Applied Sciences and one means to achieve this is the RAAK funding scheme.

The RAAK-publiek scheme promotes cooperation between professionals working in the public sector and universities of applied sciences. The focus of the collaboration is on knowledge development and application. Driven by the demand from professionals, networks of universities of applied sciences and professionals carry out research.

The result of the research is practical knowledge for the professional practice. The research also provides a demonstrable contribution to the renewal of higher vocational education. 

Who can apply

The applicant must be a government-funded university of applied sciences, as defined in Article 1.8 of the Law on Higher Education and Research Act (WHW).

The Executive Board (EB) of the coordinating university of applied sciences appoints the project manager (university employee) who is the contact person on behalf of SIA. The application is the responsibility of a lecturer or senior researcher. The lecturer or senior researcher can also act as project manager.

The coordinator is responsible for the implementation of the project and the project management, including thematic consistency, progress, results and financial (final) responsibility of the project. The coordinator is responsible for the dissemination of relevant information among the members of the consortium. 

What to apply for

The maximum grant size is 300.000,- euro. The project duration is 18 to 24 months. Deployment of the subsidy beyond the duration of the project is not possible. The grant funds are intended for conducting applied research in accordance with the subsidized project application.

The participants co-finance the project with a contribution of at least 50% of the total project cost. The co-financing can be in-cash or in-kind. The extent of co-financing is specified in the application. Subsidization of (sub-)project activities already funded from other sources is not possible. It is possible to use other stimulus funding as long as it is clearly indicated which grant is used for which (sub-)activity and if this is allowed by the other stimulus grant.

All proposals are assessed by an evaluation based on three criteria:

  1. Demand articulation
  2. Networking
  3. Research plan

The proposals are assessed according to three evaluation criteria: demand articulation, network building and research plan. Projects that pass all three criteria qualify for approval. A relative weighting is used for the three criteria: the research plan outweighs the other two criteria (50% vs. 25%). All projects receive a total score and are ranked based on the weighting. The remuneration of the approved project applications depends on the available budget.

  • November 2019: Meeting assessment committee
  • December 2019: Determine assessment and decision on renumerations by executive committee SIA
  • January 2020: Announcement
