Samenvatting
The objective of the research and evaluation is to objectively assess the relevance and impact of three large civil society activities in Pakistan supported under different alliances in the MFS II programme; to feed into the learning objectives of the MFS II programme and the concerned alliances and to make a systematic input into the debate on the contribution of civil society to lasting social change ? at local, regional and national levels in Pakistan. The outcomes will be related to objectives and outcomes of the engaged MFS alliances and the policy objectives of the Ministry of Foreign Affairs including the Millennium Development Goals and the statement in the Focus Letter and associated policy documents. As gender is a main theme in all three projects under evaluation this will receive special attention.

The evaluation is focussed on three projects in Pakistan in particular, some of which are a follow up of earlier programmes. A baseline assessment will be undertaken in 2012 and an assessment of impact in 2014. This will make it possible to trace results and in 2012 to set up the monitoring and record keeping system, with the implementing organizations, so as to be able to record achievement and progress.

Time has also been reserved for the learning objective within the MFS II. The proposed evaluation programme is formulated so as not to be a hands-off assessment of results but to give ample scope for discussion and for using the data base systems of the projects concerned, to have feedback on the results with the implementing organizations, alliance members and stakeholders, as well as to feed into larger policy discussions in Pakistan and in the Netherlands on the main themes, i.e. the achievement of the MDGS and other results, the capacity of civil society and the contribution of the civil society programmes to the main policy themes of MoFA.
