Testing moral choices in economic analysis models for climate policy to positive law

Samenvatting

One of the most important choices policy makers are facing today, is the choice between different policy alternatives for the handling of climate change. In particular, the question is how to handle risks to future generations. To make this choice, policy makers often turn to economic analysis models, such as cost-benefit analysis. However, the models result in recommendations ranging from radical changes in present production and consumption patterns to no action at all. Therefore, policy makers often conclude that economic analysis models are presently of little value for policy making. Erroneously, policy makers generally assume that the wide range of policy recommendations is the result of controversy over the effects of climate change (risk assessment). However, the cause can rather be found in the various ethical points of view that economists take - consciously or unconsciously - in their analysis models. In this research, it is investigated whether these ethical points of view conflict with our shared moral frameworks when it comes to the handling of risks to contemporary people, such as expressed e.g. in positive law. It is investigated whether relating the economic analysis models to positive law could narrow the range of recommendations for climate policy."
