MFS II is the 2011-2015 grant framework for Co-Financing Agencies (CFAs), which is directed at achieving a sustainable reduction in poverty and is the successor to MFS I, which covered 2007-2010. A total of 20 consortia of Dutch CFAs have been awarded €1.9 billion in MFS II grants by the Dutch Ministry of Foreign Affairs (MoFa). CFAs receiving MFS II funding work through strategic partnerships with Southern partner organisations. MFS II-funded organisations support a wide range of development activities of a large number of Southern partner organisations in over 70 countries.
The MFS II framework stipulates that each consortium is required to carry out independent external evaluations to be able to make valid, evaluative statements about the effective use of the available funding. Out of the 20 consortia receiving MFS II funding, 19 decided to have their MFS II-funded or –cofunded activities jointly evaluated. The overall purpose of these joint MFS II evaluations is to account for results of MFS II-funded or -cofunded development interventions implemented by Dutch CFAs and/or their Southern partners and to contribute to the improvement of future development interventions.
On 19 September 2011, NWO-WOTRO launched three calls for proposals on behalf of the 19 consortia:
- Call one: ‘joint MFS II evaluations of development interventions at country level’;
- Call two: ‘synthesis of joint MFS II evaluations at country level’;
- Call three: ‘joint MFS II evaluation of international lobbying & advocacy’.
Because of the unsatisfactory results regarding the country studies on Bangladesh, Ethiopia and Uganda and the study on international lobbying & advocacy, NWO-WOTRO is launching a second call for proposals for these evaluation studies. NWO-WOTRO invites research teams composed of representatives from academic institutions, public interest organisations and consultancy firms to submit proposals specifically for this evaluation study. Applicants are encouraged to combine the set of required methods with complementary methods they judge appropriate. The deadline for these two calls was 21 February 2012, 11:59 CET.
