NACCAP is a development orientated support and research programme, financed by the Dutch Ministry of Foreign Affairs. NACCAP is a Dutch National Programme contributing to the goal and objectives of the European Developing Countries Clinical Trial Partnership (EDCTP). NACCAP´s activities include open calls, commissioned projects, support activities and co-funding.

Applicants of EDCTP call ct _06_33020 (www.edctp.org), may submit proposals to EDCTP provided that co-funding from EDCTP-EEIG Member States has been secured or at least applied for. Under specific conditions, some of those applicants can apply for NACCAP co-funding, in cash or in kind.

Aanvraagprocedure

Wie kan aanvragen

Applicants of call ct _06_33020 who are invited by EDCTP to elaborate their preliminary EDCTP proposal into a full EDCTP proposal AND fulfill the following eligibility criteria:

  • The proposal must be executed by an African-Dutch public research partnership, in which a Dutch expertise is involved;
  • The proposal should include a significant capacity development component aiming at sustainable strengthening of African research capacity;
  • At the deadline for submitting full proposals to EDCTP, the applicants applying for NACCAP co-funding, must send the following information to the NACCAP secretariat:
    1. An electronic version of the full EDCTP proposal, using the NWO Iris system (www.iris.nwo.nl), as well as a signed hardcopy
    2. b. A clear request for co-funding by NACCAP, explaining:
      • amount of co-funding requested from NACCAP and the amount of co-funding requested from other co-funding organizations;
      • overview of the budget to be allocated to capacity strengthening of African citizens or infrastructure;
    3. Detailed information on the capacity strengthening aspects of the proposal and on how sustainability of the capacity strengthening is secured.
  • Partnerships that already have been rewarded by NACCAP´s first or second call should use as much as possible this previous reward as in-kind co-funding

Eligibility will be assessed by the NACCAP secretariat.

Please note that the maximum budget available for this Joint call is € 1 M: max. € 1M / proposal; NACCAP will finance only activities that contribute directly to capacity strengthening activities of African citizens in Africa and research infrastructure in Africa. In addition, NACCAP will only finance 50% of personnel costs for permanent staff.

Please note that you need an Iris account in order to submit a proposal via Iris. An Iris account can easily be made via the Iris website (www.iris.nwo.nl). However, in order to register, you need to select an organisation. Unfortunately, foreign organisations cannot yet be selected. Foreign applicants are therefore kindly requested to select “NWO-NACCAP” (town: “Den Haag”) as their organisation.

Beoordelingsprocedure

Criteria

The NACCAP Programme Committee will assess the full proposals for quality of sustainable capacity strengthening using the following criteria:

  • Transfer of knowledge (40 points): individual career development; institutional capacity development; local/regional embedding, dissemination and utilisation of research plans, activities and results to (non-) scientific community; international dissemination/embedding;
  • African ownership (30 points): is the proposal demand driven; equality of partnership in management, execution, dissemination; commitment of local institutes, relevant governments or local communities;
  • Financial continuity (30 points): quality and endurance of the partnership; long term (>5 years) financial prospects; financial involvement of third parties.

Only proposals that show high quality of capacity strengthening may compete for co-funding by NACCAP.

Procedure

Assessment of evaluation and selection criteria will be performed by the NACCAP Programme Committee.

The proposals will be ranked by the NACCAP Programme Committee. In case of equal ranking, proposals that cooperate in a relevant way with programmes that are already being financed by NACCAP, or aim to establish such a cooperation, will be advantaged. Proposals that rank highest, up to a total maximum amount of requested NACCAP co-funding of 2M€ (max 1M€/proposal) will be selected for possible co-funding. The proposal(s) that are ranked highest by EDCTP will be co-funded up to a maximum of 1M€.

Selected proposals will receive a letter/mail of intent from NACCAP, stating that upon selection by EDCTP, NACCAP will co-fund the highest ranked proposal(s) up to a maximum of 1 M€.
