Selecting the best outline proposals and full proposals is coordinated from Strasburg by the European Science Foundation.

National Science Foundations, like NWO, only get really involved by the time that all participating funders, come together as Programme Management Team, to discuss which projects to grant.

The top-notch proposals, as far as áll national funders involved are willing to finance, are granted. In practice this means that all funding organisations involved, each with their own method and conditions, send granting letters to research coordinators in their own countaries, involved with granted projects. From that moment of decentralisation onward, there's a threat that the EuroCORS falls apart into a great many small, national research programmes. To prevent this from happening, EuroCORES have strict provisions. These provisions determine how cooperation will be achieved within these multinational, multidisciplinary projects, and how the projects are to be managed and common progress reports produced. On top of that, common, EuroCORES-wide activities and gatherings are organised on a regular basis by the ESF.
