European top research projects, but financed nationally
The question which applications deserve to be awarded right away are, therefore, answered within an ESF setting. Still, the National funders have to decide for themselves whether or not they are capable and willing to finance their share of the selected top notch projects. Even if only the funding organisation that should finance a single work package within a multilateral projects declines, this can prevent granting the entire project.
One of the bonusses from EuroCORES is that national research funders search extra hard for means to finance EuroCORES projects. This may be caused by pride over the fact that a group from their country proves essential to a multinational top research project. Unfortunately there are also cases where a funder turns out to be involved in more projects than the budget can support. In such cases the entire project, including the parts that cóuld be funded, has to be declined. These incidents cause great frustration with all involved.
The European Science Foudation has improved the EuroCORES-formula since 2005/2006. The expectations are that, as a result, the balance between advantages and disadvantages becomes even more positive.
