Objective
In 1997 the Ministry of Education’s Science Budget 1997 made available a budget to announce an incentive action for the benefit of legal research. An exploratory committee had noted the following tendencies: the legality and integrity of public administration are coming under pressure; national sovereign powers are being transferred to the supranational level; deregulation and decentralisation of economic developments and globalisation of trade and capital flows; technical innovations.

 

To cope with these developments the Ministry of Education asked NWO to set up a programme for the revitalisation of legal research. This had led to the Incentive Action Legal Research (SaRO) which aims in three subsidy rounds to approach the following goals: strengthening the international and comparative side of legal research; reinforcing multidisciplinary approaches; cooperation and school formation.
