The stimulation programme Information Technology and Law (IteR) promotes the study of current legal issues in information technology. The first programme ran from 1995 through to 1998. In 1999 NWO and the ministries involved in the programme decided to continue the scheme for another four years. The activities of ITeR 2 are grouped under six main headings:
- The effects of ICT on anonymity, privacy and (un)traceability.
- The reliability of trade (e-commerce).
- ICT and the exclusivity and accessibility of information (including intellectual property).
- ICT and infrastructure (telecommunications law).
- ICT and the administration of justice.
- Horizontalisation, forms of authority and the jurisdiction of states.
In the continuation of this programme the focus will also be on multidisciplinarity, internationalisation and the research’s embedment.
One or more researchers (preferably with PhD degrees) connected to universities and/or research institutes.

The programme, however, is not intended to provide subsidy for regular or structural activities.
When can be applied
Applications for knowledge transmission are not tied to a particular subsidy round. Applications for long-term, short-term and state-of-affairs research can no longer be submitted.
